Two website proposals can quote different prices because they include different work. One may cover a responsive design and supplied copy; another may include interviews, copywriting, integrations and launch support. Choosing only by the final number can mean paying again for work you expected to be included.
First give every provider the same brief. Then compare deliverables, content responsibility, acceptance criteria, ownership, quality checks, maintenance and change terms side by side. Ask each provider to price the same minimum scope and list optional work separately. A clear smaller proposal can be better than a broad promise without defined outcomes.
